The husband of a Cottage Grove woman found dead in her home two months ago has been arrested on suspicion of murdering her.

Police on Tuesday arrested Stephen Carl Allwine, 43, and booked him at the Washington County jail on probable cause of second-degree murder in connection with Amy Louise Allwine’s death. She was 43.

Police said she was found dead Nov. 13 in their home at 7624 110th St. At the time, Stephen Allwine told police that he returned home with his son, found his wife unresponsive and called 911. Responding paramedics found the woman “obviously deceased,” the report said.

The death was deemed suspicious, and the ensuing investigation led by Cottage Grove police has involved the state Bureau of Criminal Apprehension, the FBI, and other local, state and federal agencies.

Authorities said the forthcoming criminal complaint outlining the charges will explain why the investigation has taken two months. Investigators executed multiple search warrants and were awaiting toxicology test results.

“Everything just had to get put together for the county attorney’s office,” Cottage Grove police Capt. Pete Koerner said, adding they were “just making sure every piece was buttoned up.”

Fred Fink, criminal division chief for the Washington County attorney’s office, said Tuesday that the plan is to have Stephen Allwine in court Wednesday morning.

Stephen Allwine was arrested in a traffic stop about 9:15 a.m. Tuesday while returning to his home, Koerner said. The stop was made at Ideal Avenue south of 100th Street.

Amy Allwine had managed Active Dogs Sports Training LLC, a business that closed following her death.
